 2009 marks the tenth anniversary since the World Bank and the International Monetary Fund (IMF) introduced the Poverty Reduction Strategy Papers (PRSP) as a framework to enhance accountability for poverty reduction efforts and as a way to enhance the coordination of development assistance between governments and development partners.

September 2009 also marks the 9th anniversary of the adoption of the United Nations Millennium Declaration which set out a series of time-bound targets which the world has come to know as the Millennium Development Goals (MDGs). With the declaration world leaders meeting in New York committed their nations to a new global partnership to reduce extreme poverty and to halve the number of people living in poverty by 2015.
