In a two day seminar, some 40 Latin American communicators will explore the issues of communication rights and women, communication rights and migrants and universal access to the new information and communication technologies as a way of closing the digital divide. A number of Latin American countries are currently discussing new more inclusive communication legislation which has the potential to affect the current media landscape by offering an opportunity for civil society groups to argue in favour of and to advocate for diverse and pluralistic media. The seminar encompasses working sessions which will tease out and help distil and formulate a plan of action to be developed in each sub-region. As a result, Latin American communicators will seek to increase awareness of and recognition of communication rights among marginalised populations, such as migrants, including internally displaced people.
